Item Air protection policy in the 2019 parliamentary campaign in Poland. An analysis of positions(Wydział Nauk Politycznych i Dziennikarstwa UAM, 2021) Sakson-Boulet, AnnaThis article seeks to investigate whether the election committees that won seats in the 2019 parliamentary elections had noted the public concerns about the issue of air not meeting the normative standards, and whether they offered Poles a specific vision of an air protection policy in their election manifestoes. This analysis concerns the proposals of election committees to limit low-stack emissions. Answering the research questions posed: (1) to what extent do election manifestoes address the issue of air pollution in Poland?; (2) are the tools for the implementation of environmental policy as concerns the reduction of low-stack emissions indicated, and can they be effective? leads to the conclusion that the successful election committees noted public concerns about air pollution, and addressed air protection policy to a varied extent, though not always presenting specific solutions to eliminate low-stack emissions To achieve the purpose of the research the methods of source and comparative analysis were used.Item Selected Aspects of Iran’s Hydrological Security(Wydawnictwo Naukowe Wydziału Nauk Politycznych i Dziennikarstwa Uniwersytetu im. Adama Mickiewicza w Poznaniu, 2019) Sakson-Boulet, AnnaThe main objective of this paper is to analyze Iran’s hydrological security and to verify the hypothesis that the low level of Iran’s hydrological security is one of the country’s most important ecological threats. An attempt to answer the following research questions is made using the quantitative method, decision-making method and institutional and legal analysis: (1) what water resources does Iran have, and are citizens suffering from a shortage of water?; (2) is the management of groundwater, closed reservoirs and rivers sustainable?; (3) do the actions of the Iranian authorities safeguard the hydrological security of the state? The analysis of the factors of Iran’s water security carried out in this paper leads to the conclusion that this country is facing a serious ecological crisis resulting from shrinking fresh water resources.Item The Clean Air Priority Programme – Evaluation and Perspectives(Wydawnictwo Naukowe Wydziału Nauk Politycznych i Dziennikarstwa UAM, 2020) Sakson-Boulet, AnnaThe article aims to evaluate the effectiveness of the Clean Air Priority Programme and to establish possible threats to its success. The National Fund for Environmental Protection and Water Management’s programme constitutes an important element of the government programme that goes by the same name. This study, with the aid of an institutional-legal, decision-making and quantitative analysis will undertake to answer the following research questions: (1) can the realisation of the aim formulated in this programme result in an improvement of air quality in Poland?; (2) what, if any, barriers stand in the way of achieving the programme’s aims?; (3) does the Clean Air Programme require further changes? On account of the high energy consumption of Polish homes, which typically results in their owners heating them with the cheapest fuels, emitting significant amounts of pollution, should the programme aims be assessed positively? In the process of discussions however, three types of barriers have come to light: (1) those related to the effective distribution of funds, (2) difficulties arising from programme frameworks that potential beneficiaries might encounter, and (3) potential limitations in the access to EU funding. On account of threats to the success of the programme that have been identified, it is expected that further changes to its functioning will be introduced as well as the ring-fencing of funds for thermo-modernisation and change of heating systems.Item The State of Air in the European Union and Quality of Europeans’ Life(Wydział Nauk Politycznych i Dziennikarstwa UAM, 2018) Sakson-Boulet, AnnaThis article aims to present the impact of air pollution on the quality of life of EU residents. With the aid of institutional-legal and statistical analysis an attempt has been undertaken to answer the following research questions: 1) negative concentrations whose pollution exceeds norms set out at EU levels, 2) causes of above-norm pollution concentrations and 3) impact of pollution on the health of Europeans. During the conducted research it was demonstrated that the quality of life of Europeans is being lowered by a continuing above-norm concentration of air pollution whose exposure is related to people feeling worse, numerous diseases related to the breathing system, circulation, nervous and even reproductive system as well as increased death rate and shortening of life expectancy. The estimated number of premature deaths in 2014 resulting from exposure to fine dust, ozone and carbon dioxide in the EU amounted to 487,600. As the investigation shows, the best quality of life, taking into consideration air quality, is afforded by Finland, Ireland and Sweden.Item Water Deficit as a Security Threat(Wydawnictwo Naukowe Wydziału Nauk Politycznych i Dziennikarstwa Uniwersytetu im. Adama Mickiewicza w Poznaniu, 2016) Sakson-Boulet, AnnaThe aim of the article is to explain the key definitions connected with water security and to analyse state relations in the context of water issues. In this context therefore water can be seen to be a precious resource because there it has no substitute. Thus the lack of water security is emerging as one of the major barriers for economic and social growth in developing countries and a source of domestic conflicts. On the other hand, water-related events might result in interna¬tional cooperation, as Kofi Annan noticed during the celebration of World Water Day: “Fierce national competition over water resources has prompted fears that water issues contain the seeds of violent conflict. [...] If all world’s peoples work together, a secure and sustainable water future can be ours”. What is certain, in the near future any environmental security planning will have to take into consideration the prime issue of water security.
