The academic periodical Strategic Review (Przegląd Strategiczny) is published by the AMU Faculty of Political Science and Journalism in order to provide a forum to exchange opinions and to present results of research concerning contemporary international relations, international and internal security and strategic studies.

Adama Mickiewicza w Poznaniu, 2018) Magiera, Maciej; Donaj, ŁukaszThis paper combines a review of the strategic security of European countries in 2017, and the creation - on the basis of the international scenario method - of short-, medium- and longterm forecasts. The authors address both the nature of armed conflicts (including the so-called ‘frozen conflicts’) and the escalation of terrorist acts. Also, the issue of the immigration crisis has been highlighted as causing both the rise of radical public sentiments and being a ‘source’ of the smuggling of people (including terrorists) and goods (including weapons which are later used in attacks).Item A Tale of Two Countries: Nat ion Building and Security Challenges in Myanmar and Indonesia(Wydawnictwo Naukowe Wydziału Nauk Politycznych i Dziennikarstwa Uniwersytetu im. Adama Mickiewicza w Poznaniu, 2018) Russell, MartinFor most of the former European colonies of South and Southeast Asia, the end of the Second World War was also the beginning of the end of colonial rule. With independence came the challenge of unifying disparate ethnic, religious and linguistic communities into cohesive nations - a challenge that some countries met more successfully than others. The price of failure could be high - hundreds of thousands were killed, and many millions displaced in 1947, as inter-communal conflicts tore British India apart. Indonesia declared independence in 1945 (a declaration not recognised by the country’s Dutch colonial rulers until 1949), while Burma (as Myanmar was then known) was granted independence by Britain in 1948. Both countries were able to avoid tragedies on the scale of the Indian Partition. Nevertheless, nation-building has been a difficult and as yet uncompleted process, the source of continuing challenges to national security. This article looks at the situation in the two countries, traces the origins of some of the current problems, and attempts to explain why Indonesia has generally been more successful in this respect than Myanmar, despite the similarities in the initial situations of the two countries.Item A Troubled or a Troubling Candidate – Serbian Accession to the EU(Wydawnictwo Naukowe Wydziału Nauk Politycznych i Dziennikarstwa Uniwersytetu im. Adama Mickiewicza w Poznaniu, 2012) Dordević, VladimirThis article analyzes Serbian accession bid to the EU. Although a candidate country as of March 2012, Serbia will have to manage some painstaking reforms before being admitted into the Union. Even if negotiations over Serbian entry start next year, and date of entry negotiations is still unknown, it seems realistic that Serbia will not join the EU by the end of this decade. In that respect, main argument of this article is that Serbian entry to the EU is dependent on the fol¬lowing issues: battling systemic corruption and (organized) crime; relations with Kosovo; and change of political culture.Item Abraham Accords Against the Backdrop of the Middle East Political Mosaic(Wydawnictwo Naukowe Wydziału Nauk Politycznych i Dziennikarstwa Uniwersytetu im. Adama Mickiewicza w Poznaniu, 2022) Kosman, Michał M.In the second decade of the 21st century, many processes destabilized regional security in the Middle East. These include, first of all, the Arab Spring and the civil war in Syria, in which Russia, the United States, a number of regional powers and many non-state actors were involved. Iran’s nuclear ambitions turned out to be another major challenge, especially after the US withdrew from the JCPOA agreement in 2018. The pro-Israel stance of President Donald Trump’s administration has also strongly influenced the Middle East mosaic of interests. Under these circumstances, in 2020, Israel’s agreements with several Arab states, known as the Abraham Accords, were concluded. The aim of the article is to describe these agreements, analyze their causes and outline their consequences. The author adopted the hypothesis that the Abraham Accords constitute a significant step towards strengthening the acceptance of Arab states for Israel and its strategic interests. In the preparation of the text, the method of document and literature analysis was used primarily.Item “Active Measures” of the USSR Against the USA: Old Soviet Games in the New Geopolitical Reality(Wydawnictwo Naukowe Wydziału Nauk Politycznych i Dziennikarstwa UAM, 2020) Dubov, Dmytro; Barovska, Anastasiia; Koretska, IrynaThe growth and dissemination of Russia’s propaganda have become a serious threat in recent years. But these efforts of Russia are not new, they have a basis in the past – known as “active measures.” Therefore, the problem of detecting and counteracting these “active measures,” first and foremost, is that there is no commonly accepted definition of the term. Therefore, the authors addressed the specific problem of the definition of “active measures.” The authors found that all “active measures” were subordinated to a single political strategic idea, and this idea was carried out by various methods. The authors are convinced that any classification of current “active measures” should be based on the methods detected. In order to identify these methods, the scheme of “active measures,” suggested by S. K. Whittle, is used. At the same time, his scheme has been supplemented, and the relevant cases for the application of different methods of “active measures” are given. An attempt is made to compare the methods of applying “active measures” with current aspects of the hybrid war of the Russian Federation, in particular in Ukraine.Item African Dimension of the Belt and Road Initiative(Wydawnictwo Naukowe Wydziału Nauk Politycznych i Dziennikarstwa Uniwersytetu im. Adama Mickiewicza w Poznaniu, 2019) Kaczmarek, FilipThe research purpose of this paper is to examine the role of the BRI in China-Africa relations and the mutual interdependence between the BRI and other forms of Chinese presence in Africa. In order to attain this goal, the method of analysis of secondary data will be employed regarding concluded agreements, trade exchange, Official Development Assistance (ODA), foreign direct investment (FDI), debt, instruments of soft power and plans for the future. The analysis allows the several conclusions to be drawn. The BRI is so flexible that it can be extended in a relatively simple way and in a short period to other African countries. The BRI is the structuring factor in China’s strategic approach to Africa and can give new impetus to Chinese trade, investment and contracts in Africa. The former institutional co-operation framework that encompassed the whole of Africa was very general and did not result in the identification of such concrete sec- toral priorities as is the case with the BRI. The Initiative has exerted influence on China’s policy in Africa. There is no doubt that the Initiative’s core task in Africa is infrastructure connectivity, but one of the tasks proposed for the future is industrial relocation. If this task is accomplished, it may be fundamental for Africa’s development.Item American Foreign Policy Towards Egypt under Hosni Mubarak’s Regime(Wydawnictwo Naukowe Wydziału Nauk Politycznych i Dziennikarstwa Uniwersytetu im. Adama Mickiewicza w Poznaniu, 2016) AL-WESHAH, AbdellateefAmerican foreign policy towards Egypt during almost three decades of Mubarak’s career as first vice-president, and later president of Egypt. The material underlines the impact of Mubarak’s personality, career and political style on the overall shape of American cooperation with Egypt. Egypt is described as an inherent element of the American foreign policy-making processes. Its most notable role is that of a mediator and facilitator in the Arab-Israeli conflict -in fact, Mubarak at times ventured his country’s position in the Middle East and North Africa (MENA) region to conduct and support peace talks, much to the US approval. In return, Egypt could count on considerable financial aid to maintain its already commendable military might, and develop civic structures. Mubarak’s power was always associated with his status as metaphorical ‘eyes and ears’ of Egyptian army - a position that brought the Egyptian president considerably appreciation on the American part. Mubarak is shown as a leader whose rein relied on cold calculation, pre-planning, unwillingness to improvise and act quickly, and ‘controlled’ risk taking.Item Analysis and Assessment of Conclusions in the White Book regarding Threats and Challenges in EU Common Security and Defence Policy(Wydawnictwo Naukowe Wydziału Nauk Politycznych i Dziennikarstwa Uniwersytetu im. Adama Mickiewicza w Poznaniu, 2014) Wojciechowski, SebastianAmong the many issues that were raised in the White Book on National Security of the Republic of Poland (WBNSRP), there were also those related to the functioning of a Common Security and Defence Policy (CSDP). Its importance for the security of Poland was indicated, as well as the need on the part of EU Member States to broaden collaboration in the sphere of security and defence. The key problems occurring in the context of CSDP were also emphasised and their causes indicated. The aim of the article is to present the factors responsible for the weakening of CSDP effectiveness, ones taken into account in the White Book, and subsequently to present a Framework for their analysis in the light of further scholarship.Item Analysis of Potential Threats to the Critical Infrastructure of the 31st Tactical Air Base, in the Context of the Security of the Poznan Agglomeration(Wydawnictwo Naukowe Wydziału Nauk Politycznych i Dziennikarstwa UAM, 2023) Geppert, Karol; Konieczny, JerzyThe main purpose of the article is an attempt to analyze the potential threats to the critical infrastructure of the 31st Tactical Air Base in Poznań-Krzesiny in terms of the security of the Poznań agglomeration. The main threats that may occur have been indicated in the context of military, non-military, asymmetric or hybrid activities. In addition, the mortgage effects of the actions taken, which can have a measurable impact on the safety of the Poznań agglomeration, were discussed and presented. An additional thread in the article is the indication of the existing threats that took place in the area of the Poznań-Krzesiny military airport, which could threaten the functioning of the critical infrastructure located in the area of the 31st Tactical Air Base and the critical infrastructure located in the area of the Poznań agglomeration. The article does not contain any information or data defined as classified information in accordance with Ustawa z dnia 5 sierpnia 2010 r. o ochronie informacji niejawnych. Głównym celem artykułu jest próba analizy potencjalnych zagrożeń infrastruktury krytycznej 31. Bazy Lotnictwa Taktycznego w Poznaniu-Krzesinach w aspekcie bezpieczeństwa aglomeracji poznańskiej. Wskazano główne zagrożenia mogące wystąpić w kontekście podjęcia działań o charakterze militarnym, niemilitarnym, a także o charakterze asymetrycznym lub hybrydowym. Ponadto omówiono i przedstawiono hipotetyczne skutki podejmowanych działań, które w wymierny sposób mogą wpłynąć na bezpieczeństwo aglomeracji poznańskiej. Dodatkowym wątkiem w artykule jest wskazanie zaistniałych zagrożeń, jakie miały miejsce w rejonie lotniska wojskowego Poznań-Krzesiny, a które mogły zagrażać funkcjonowaniu infrastruktury krytycznej zlokalizowanej na terenie 31. W artykule nie umieszczono żadnych informacji ani danych definiowanych jako informacja niejawna, zgodnie z Ustawą z dnia 5 sierpnia 2010 r. o ochronie informacji niejawnych.Item Anne Applebaum’s Strategy of Telling the History of International Relations in Central and Eastern Europe(Wydawnictwo Naukowe Wydziału Nauk Politycznych i Dziennikarstwa Uniwersytetu im. Adama Mickiewicza w Poznaniu, 2021) Nosova, BogdanaThe text aims to present the strategy used by Anne Applebaum to bring the history of Central and Eastern Europe closer to western audiences. In the article, the author was presented as a journalist and public intellectual who developed an original way of speaking and writing about the past of Central and Eastern Europe. She has been portrayed as a kind of mediator who attempts to explain the essence and sources of the diverse identities and narratives that have formed among the nations and cultures of Central and Eastern Europe. Selected assessments of her activity, formulated by historians as well as public opinion leaders, were also presented.Item Anxiety and Safety– the Ideology of the Consumer Society(Wydawnictwo Naukowe Wydziału Nauk Politycznych i Dziennikarstwa Uniwersytetu im. Adama Mickiewicza w Poznaniu, 2019) Pieszak, ErykOne of the basic human needs is safety. The article assumes that the consumer society must ful- fill this need. The aim of the analysis of scientific research on consumer society and its ideology is to try to answer the question: how is this happening? It is difficult to answer the above question clearly. It can be said, however, that a consumer- oriented market may be wrong, but it always cares about the consumer’s good. This is the basic message concerning safety that is to be provided to consumers. How does this safe world of the consumer look like? Building a safe world is a utopia. The presented sentence is not a discovery and it does not bring much. However, if there is no safe world, why is it so important and why are there areas of the world in which for many decades there have been no wars? You cannot look at all of Europe in this way. And yet the richest countries in the world are waging war not in their own territory, but going beyond it, they are guarding global security. It is sometimes difficult to say whether these activities were necessary for safety. One should rather ask what type of security we meant. Therefore, a justified question is whether in the consumer society security of financial turnover is not the most important one.Item Armed Conflicts in Africa: Fragile States and Rising Instability(Wydawnictwo Naukowe Wydziału Nauk Politycznych i Dziennikarstwa Uniwersytetu im. Adama Mickiewicza w Poznaniu, 2017) Van Den Bosch, Jeroen; Raubo, JacekThe first part of this article provides an overview of the development of entrenched armed conflicts in Sub Saharan Africa which continue or have resurfaced in 2016. The author (JVdB) aims to expose the underlying causes and nature of the violent contestation by drawing of the works of C. T. Call in order to break open the black box of ‘failed states’ and analyze their legitimacy, capacity and security gaps separately. In addition the author will provide short scenarios of how these conflicts are likely to evolve in the short and medium-term and which (structural) factors will dominate these trends. The second part of this article (by JR) mainly aims at presenting the basic preconditions for the activities of the major terrorist organizations in Africa. With emphasis on the importance of the north-east and north-west regions of this continent in context of terrorist threats. Hence the initial focus was put on Somalia, which as a permanent fragile state remains under the increased influence of the Jihadist organization Al Shabaab, which is an organization with a high potential for increased capacity in the coming years. Next, was sketched out the situation in Egypt, considering, in essence, the activity of the so-called Islamic State in Sinai Peninsula. In this Analysis it also pointed to the intricate internal situation in modern Libya after so-called Arab Spring and international military intervention, where, despite earlier appearances, the terrorist threat was too much positioned, mostly by comprised to the internal conflict between the different Libyan political parties. Finally, efforts were made to illustrate the current terrorist activity in the Mali area, highlighting the importance of Al Qaeda branch AQIM and the situation in Nigeria where Boko Haram group operates.Item Badanie polityki zagranicznej państwa, Edward Haliżak (ed.), Rambler, Warszawa 2018, 590 pp, ISBN: 978-83-62751-64-8.(Wydawnictwo Naukowe Wydziału Nauk Politycznych i Dziennikarstwa Uniwersytetu im. Adama Mickiewicza w Poznaniu, 2018) Osiewicz, PrzemysławItem Baltic-Black Sea Region as a Resilient Region: Political and Security Aspects(Wydawnictwo Naukowe Wydziału Nauk Politycznych i Dziennikarstwa UAM, 2020) Gladysh, Marianna; Krayevska, Oksana; Holovko-Havrysheva, OksanaThe conceptual bases of resilience in modern political science are analyzed, including the key conceptual approaches that are used in academic studies for understanding the policy of resilience, characterizing the reaction of subjects to stress or threat of any kind and origin. The concept of resilience is applied to analyze the cooperation among the Baltic-Black Sea countries as a regional interaction model which should be formed in order to reduce or avoid security crises. The Baltic-Black Sea countries have developed and formed strong ties in different dimen¬sions among one another, opening an opportunity for intellectual adventures in the area of the conceptualization of their interaction modes under the regional cooperation frameworks. Based upon the analyzed doctrinal views and available documentary backgrounds on resilience in the UN and the EU, the possible visions and scenarios for the creation of the Baltic-Black Sea region as a resilient one are given. The existing and potential obstacles to cooperation in the region are highlighted. The main threats and challenges for the Baltic-Black Sea region at present are investigated.Item Beyond the Non-Proliferation Treaty. A Case Study of India, Pakistan and North Korea(Wydawnictwo Naukowe Wydziału Nauk Politycznych i Dziennikarstwa Uniwersytetu im. Adama Mickiewicza w Poznaniu, 2012) Fiedler, RadosławThe main aim of the article is the presentation of important premises which were considered by these three states in conducting their military nuclear program. In the article both internal factors, such as political consolidation and strong society support, and external factors, such as deterrence and prestige were emphasised. For North Korea, nuclear weapons also became an attribute for gaining more international aid. The motives of India, North Korea and Pakistan for being a nuclear state are worrisome examples, because these three governments decided on nuclear weapons,,, despite the significant costs, such as sanctions, a risk of nuclear war or unstoppable arms race and the undermining of the non-proliferation regime.
