Health Policy in Poland. Blood donation and blood treatment problems 2007-2017
Abstract
Praca przedstawia politykę zdrowotną państwa w perspektywie problematyki krwiodawstwa i krwiolecznictwa w Polsce w latach 2007-2017. Skuteczne, bezpieczne i racjonalne krwiodawstwo jest jednym z fundamentów efektywnej polityki zdrowotnej państwa. Analiza został przeprowadzona w oparciu o dane pochodzące z Regionalnego Centrum Krwiodawstwa i Krwiolecznictwa w Poznaniu. Wszystkie najważniejsze kwestie badawcze zostały przedstawione na szerszym tle historii krwiodawstwa i krwiolecznictwa w Polsce i na świecie, ze szczególnym uwzględnieniem roli Polskiego Czerwonego Krzyża. Specjalną uwagę poświęcono zagadnieniom teoretycznym dotyczącym polityki zdrowotnej w perspektywie Unii Europejskiej oraz krajowej. Kolejna część pracy dotyczy regulacji prawnych w zakresie krwiodawstwa oraz struktury publicznej służby krwi w Polsce, a także funkcjonowaniu publicznej służby krwi w Polsce. Jeden z rozdziałów został poświęcony krwiodawstwu w Poznaniu w latach 2007-2017. Dzięki temu ukazano istotne zjawiska zachodzące w tej dziedzinie oraz nowe inicjatywy i działania podejmowane w celu zachowania odpowiednich zasobów bezpiecznej krwi, jak również racjonalizacji i optymalizacji jej wykorzystania. W wyniku badań zostały sformułowane wnioski i rekomendacje uzupełnione o bibliografię.
The paper presents the health policy of the state in the perspective of blood donation and blood treatment in Poland in the years 2007-2017. Effective, safe and rational blood donation is one of the foundations of the effective health policy of the state. The analysis was conducted on the basis of data from the Regional Centre for Blood Donation and Blood Treatment in Poznań. All the most important research issues are presented against a broader background of the history of blood donation and blood treatment in Poland and worldwide, with particular emphasis on the role of the Polish Red Cross. Special attention was paid to theoretical issues concerning health policy in the perspective of the European Union and national perspective. Another part of the work concerns legal regulations in the field of blood donation and the structure of the public blood service in Poland, as well as the functioning of the public blood service in Poland. One of the chapters was devoted to blood donation in Poznań in the years 2007-2017. As a result, significant phenomena occurring in this field and new initiatives and activities undertaken in order to preserve adequate blood safety resources, as well as rationalisation and optimisation of its use were presented. As a result of the research, conclusions and recommendations were formulated and supplemented with bibliography.
