The functioning and activities of the Central Commission for the Investigation of German/Nazi Crimes in Poland in the years 1945-1984, with particular emphasis on Poznan branch
Abstract
Rozprawa doktorska opracowana została pod kątem dziedziny nauki, jaką jest historia prawa. Praca podzielona została na trzy obszerne rozdziały dotyczące; podstaw prawnych ścigania zbrodniarzy hitlerowskich, funkcjonowania Głównej Komisji oraz dziejów jej Oddziału w Poznaniu. Główna Komisja zajmowała się zbieraniem materiału dowodowego koniecznego do formułowania aktów oskarżenia przeciwko podejrzanym o zbrodnie popełnione podczas drugiej wojny światowej. Większa ich część wykorzystywana była, celem ekstradowania ujętych w dawnej III Rzeszy zbrodniarzy i osądzenia ich przed sądami polskimi. Główna Komisja oraz jej oddziały, prowadziła też samodzielnie postępowania przygotowawcze przeciwko zbrodniarzom hitlerowskim. Gromadzenie i zbieranie dokumentów, prace ekshumacyjne i osobowe źródła dowodowe, pozyskiwane były również ze względów naukowych i historycznych. Część rozprawy doktorskiej obejmuje powstanie, funkcjonowanie i działalność Okręgowej Komisji w Poznaniu. W oddziale tym prowadzono zakrojone na szeroką skalę, prace ekshumacyjne i dokumentacyjne. Ogrom zadań, jaki wzięli na siebie mieszkańcy stolicy Wielkopolski, wykonywany był społecznie. Rozprawa doktorska jest pierwszym opracowaniem dotyczącym Głównej Komisji pod kątem nauk historyczno-prawnych i pierwszym w ogóle dotyczącym Okręgowej Komisji w Poznaniu.
The PhD thesis has been prepared in terms of the history of law as a field of study and is composed of three parts. The work has been divided into three extensive chapters covering : the legal basis for the prosecution of the Nazi criminals, the functioning of the Central Commission and the history of its branch in Poznań. The Central Commission was collecting evidence necessary to formulate indictments against suspects of crimes committed during the Second World War. Most of them were used to extradite criminals caught in the former Third Reich and tried them before Polish courts. The Central Commission and its branches also conducted independent preparatory proceedings against Nazi criminals. Collecting documents, exhumation works and personal evidence sources were also obtained for scholarly and historical reasons. Part of this doctoral dissertation covers the establishment, functioning and activity of the Central Commission branch in Poznań, where very extensive exhumation and documentation works were carried out. The enormity of the tasks undertaken by the inhabitants of the capital of Greater Poland was performed by volunteers. The doctoral dissertation is the first study on the Central Commission in terms of historical and legal matters and the first one concerning the Central Commission branch in Poznań.
