CIVIC ACTION AND A POLITICAL TRANSFORMATION IN POLAND
Abstract
Ewolucja polskiego społeczeństwa obywatelskiego silnie związana jest ze współczesnymi procesami społecznymi i gospodarczymi towarzyszącymi polskiej zmianie systemowej ostatnich 20 lat. Czynnikiem określającym ten proces były jednak wydarzenia o 10 lat wcześniejsze, związane z tzw. rewolucją Solidarnościową, a zdobyte wówczas doświadczenia podmiotowości stały się podstawą wytwarzania obrazu tego, czym jest (lub może być) nowoczesne społeczeństwo obywatelskie. Logika transformacji systemowej lat 90. w istotnej mierze podważyła skuteczność form zbiorowego działania, jaki się wytworzył między latem 1980 a zimą 1981 r. Zaproponowana analiza wskazuje, że mieliśmy do czynienia z osłabieniem działań zbiorowych połączonych z wycofywaniem legitymacji dla obowiązującego modelu relacji władza–obywatele. Sugerowany w opracowaniu brak modelu podmiotowości potransformacyjnej Polaków (określany także jako ‘społeczny bezruch’) może wskazywać na pojawienie się nie do końca uświadamianych barier podmiotowości, które mogą rzutować na charakter stosunków społecznych i specyfikę ładu społecznego drugiej połowy pierwszego dziesięciolecia XXI w.
The evolution of the Polish civic society has been strongly influenced by social and economic processes accompanying the transformation of the political system in the last 20 years. However, the main factors which shaped the ideological profile of the modern ’Polish civic society’ were founded earlier, at the time of the ‘‘Solidarity revolution’’ (i.e. at the beginning of the 1980s). The logic of the system transformation in the 1990s made the tools of civic action less effective or even unacceptable in comparison with those practiced in the past. As the analysis shows, in Poland of that time there existed a certain coincidence between the weakness of the social movement and the general social action (the ’social non-movement’) and the process of de-legitimisation of the new ’democratic’ relation between the citizens and the central government. The lack of post-transformation civic experiences resulted in the development of barriers of civic identity of which we may not always be aware of, but which may have a negative impact on the quality of macro-social and public relations during the next few years.
