It is not a singular issue but a group one, and in particular those social groups which in different places and times had gained social trust and did abuse that trust in a certain way. There is also a cultural and social problem – i.e. such “experts” are both conditioned in their aspirations qualifications by certain cultural and social reality as well, thanks to their special position in that reality, they had and still have significant influence on such a transformation of this reality to make it create a convenient circumstances for their agency.
