Efforts are made to formulate the rules of objectivizing the criteria of granting such subsidies. The article contains one of such proposals. The proposal consists in applying multidimensional comparative analysis in order to find a synthetical indicator of the level of development of each commune. In order to calculate this indicator the authors propose to take into account the following factors: housing conditions, communication conditions, health care and primary education conditions.
