Item Ansätze künftiger deutscher Russlandpolitik in Wahlprogrammen von sechs politischen Parteien zur Bundestagswahl 2017(Wydział Nauk Politycznych i Dziennikarstwa Uniwersytetu im. Adama Mickiewicza w Poznaniu, 2017) Franzke, JochenIn this article the electoral programs for the Bundestag elections on 24 September 2017 of six German political parties (CDU/CSU, SPD, Left Party, Bündnis90/Die Grünen, FDP, and AfD) will be evaluated for their statements on the future German and European policy on Russia. These political parties were selected because they have a realistic chance of being elected into the 19th German Bundestag. The most critical view on the relations with Russia is to be found in the liberal election program. Here, the Russian government is directly called upon to stop immediately the unlawful occupation of the Crimea and the war in the Eastern Ukraine. The most uncritical view on relations with Russia is to be found the election program of the Left party. Criticism of Russian policy in Ukraine is not practiced. However, it calls for a large number of unilateral advance steps by Germany, the EU and NATO, to meet Russia. The will ingness to dialogue with the government of Russia contains all six electoral programs under evaluation. Elements of deterrence only contains the program of the FDP. Three scenarios for Germany’s future relations with Russia are possible.Item Deutschlands Krisenmanagement in der CORONA-Pandemie. Herausforderungen eines föderalen politisch-administrativen Systems(Wydawnictwo Naukowe Wydziału Nauk Politycznych i Dziennikarstwa UAM, 2020) Franzke, JochenDieser Beitrag befasst sich mit der Analyse und der Bewertung des Krisenmanagements in Deutschland im Zuge der COVID-19 Pandemie (Redaktionsschluss Mitte August 2020). Schwerpunkt bilden die Analyse und kritische Bewertung der Kompetenzverteilung zwischen Bund, Ländern und Kommunen in Deutschland bei Gesundheitskrisen wie dieser. Rechtliche Basis dafür ist die allgemeine Generalklausel des Nationalen Infektionsschutzgesetzes (IfSG), die weitgehende Eingriffe in das öffentliche Leben erlaubt, ohne den Notstand ausrufen zu müssen. Im nächsten Schritt werden die bisherigen Phasen der Pandemiebekämpfung in Deutschland kurz dargestellt. Als Fallbeispiel werden schließlich die Anpassungsstrategien der Kommunen während der CORONA-Krise bezüglich der Verwaltungsführungen, der Kernverwaltungen, der kommunalen Unternehmen, der Kommunalpolitik und der lokalen Bürgerbeteiligung herausgearbeitet. Adama Mickiewicza w Poznaniu, 2012) Franzke, JochenThe euro crisis and its strategic implications for Europe The author claims that the eurozone crisis has generated the most difficult situation European integration has faced since the 1950s. The crisis will hinder the enlargement of the European Union with new members and the process of EU democratization. The role of Germany in the EU has been excessively increased, and Berlin will take advantage of this, persuading other partners to adopt German solutions in terms of recovery from the crisis. With the exception of the left-wing party (Die Linke), the remaining German political parties support the government’spoint of view. The eurozone crisis has resulted in the global deterioration of the EU’s image, contributing to a decline in its importance and impact.
