Item Determinants of the quality of life in the communes of the Poznań Agglomeration: A quantitative approach(Wydział Nauk Geograficznych i Geologicznych Uniwersytetu im. Adama Mickiewicza, 2014) Mizgajski, Andrzej; Walaszek, Marzena; Kaczmarek, TomaszSince the 1990s, large urban agglomerations in the countries of Central and Eastern Europe have shown highly dynamic functional and spatial changes resulting from the transformation of their political systems. The aim of this study is to present differences in social, economic and environmental living conditions among the communes of a single agglomeration. This, in turn, allows a discussion, in the first place, of local factors, assuming that national and regional conditions in a given area are uniform. The study focused on the agglomeration of Poznań, which consists of the city of Poznań and 17 surrounding communes (Polish: gmina) forming the district, or ‘poviat’ (Polish: powiat) of Poznań. The analysis of variations in living conditions uses a set of nine indicators reflecting the local level of development in social, economic and environmental terms. The results lead to the conclusion that the development of urbanisation processes in suburban areas over the past 20 years has had a significant share in improving the living conditions of their inhabitants. In some communes they are, in fact, better than in the central city of Poznań.Item Editorial(Wydział Nauk Geograficznych i Geologicznych Uniwersytetu im. He wrote to revenge this society for his upbringing. That's why the article treats of the dramaturgy of the author of The Torture Garden set within the wide frames of expressionism. A key enabling to decode the unconventional writings of Mirbeau lies in the plane of subjectivity, and specially in the Farces and Moralities, considered as dark comedies, in grotesque style. The article corroborates the contention about the original character of Mirbeau's Farces affecting the expressionistic aesthetics.Item Gminny podział administracyjny w świetle 25 lat funkcjonowania samorządu terytorialnego w Polsce(Wydział Nauk Politycznych i Dziennikarstwa UAM, 2016) Kaczmarek, TomaszArtykuł przedstawia główne zmiany podziału terytorialnego Polski i ich ocenę na poziomie gminnym. Punktem odniesienia są reformy terytorialne w innych krajach UE, szczególnie tych, które podobnie jak Polska posiadają trójstopniową strukturę terytorialną. Podstawową tezą pracy jest stwierdzenie, że organizacja terytorialna administracji publicznej powinna zmieniać się w relacji do rozwoju procesów politycznych, gospodarczych, społecznych i co dla niej szczególnie istotne, także przestrzennych. Artykuł kończą rekomendacje związane z kierunkami przekształceń lokalnych struktur administracyjnych, takich jak łączenie (fuzje) gmin miejskich i wiejskich.Item Models of governance in the urban functional areas: Policy lessons from the implementation of integrated territorial investments (ITIs) in Poland(Wydział Nauk Geograficznych i Geologicznych Uniwersytetu im. Adama Mickiewicza, 2017-12) Kaczmarek, Tomasz; Kociuba, DagmaraThe aim of this paper is to present the genesis and the development of two models of the “leading path” to the integrated management of functional urban areas of voivodeship centres (FUA VC) in Poland in the context of the implementation of the new instrument of the EU’s Cohesion Policy – Integrated Territorial Investments (ITIs). The implementation of ITIs is presented in the light of the inter-commune cooperation in FUA VC, which has been realised variously so far. As examples of the “leading path” to the integrated management based on the ITI, two functional areas have been selected, differing in this respect, Poznań in western Poland (an example of a bottom-up model) and Lublin in its eastern part (an example of a top-down model). In the conclusion, the instrument of ITI was evaluated as a factor which initiates, deepens or complicates the cooperation of local governments in FUAs. It has been emphasised, that in spite of the creation of organisational and financial instruments (ITIs) which activate the cooperation of self-governments in functional areas, one must take into account the need for legislative changes which give a special status to metropolitan areas, income sources and specific powers.Item Participation in social consultations on physical planning documents. An assessment was made of the procedure of preparing planning documents and forms of their consultation with residents. To achieve this goal, use was made of the results of a survey research conducted among participants of public consultations in Poznań in the years 2012–2014. It is stressed that it is necessary to improve the decision-making process in urban spatial planning by accommodating not only traditional but also new forms and instruments of public participation.Item Podstawowe kryteria tworzenia powiatów(Wydział Prawa i Administracji UAM, 1993) Budner, Waldemar; Kaczmarek, Tomasz; Matykowski, RomanThe article discusses basic criteria of re-activating the district (poviat) structure: efficient administration, efficient satisfaction of the needs of the population, social ties and acceptance, the principle of coincidence of the borders of districts (poviats) and the division of special administration. In determining the seats and borders of districts (poviats), a starting point is the principle of the key role, based on the concep of central places and nodal regions. The problems of the reconstruction of t he district (poviat) structure are examined in the context of social and political conditioning of t he public administration reform in Poland.Item Rola i formy uczestnictwa społeczności lokalnych w procesie zmian podziału terytorialnego(Wydział Prawa i Administracji UAM, 1993) Kaczmarek, TomaszThe article presents main problems of the reform of the territorial division of the state from the point of view of the decision-ma king process. Using subjective and objective criteria, the author analysed various forms of social participation (active and passive) in the said process. Attention was also paid to legal instruments regulating the forms and scope of the participation of local communes in the process of changing the territorial division. The article contains various examples of the role of a human factor in shaping the administrative borderlines in Poland and Western Europe. The last part of the article focuses on the evaluation of the contemporary reform of public administration in Poland, taking as a point of reference the assumptions of the participative reform. The author discusses various forms of social activity in the process of shaping a new territorial structure of the state.
