Item Aktualne kierunki dyskusji o finansowaniu działalności nieprodukcyjnej(Wydział Prawa i Administracji UAM, 1971) Sobiech, JanMany of the economic problems encountered in non-productive activities are controversial and require discussion being entirely new they are difficult to solve. The problems most frequently discussed are those concerned with methods of planning and financing non-productive activities. The article deals with the newest tendencies revealed in the discussion which is at present taking place in Poland on the subject of financing non-productive activities. The following questions are being raised: financial sources for non-productive activities, payments for social and cultural services, financing the services from the financial resources of the companies, organization frame for service activities, use of the bill of costs for conducting those activities and methods of planning non-productive services. The above issues have been analyzed with particular emphasis on the views which might be of special interest and importance for practical activities in the field of social and cultural services.Item Bariery reformy ekonomicznej w opiece zdrowotnej(Wydział Prawa i Administracji UAM, 1989) Sobiech, JanThe present economic and financial system of health care was subject to a general discussion which resulted in agreement as to the necessity of introducting the economic reform also into that sphere. However, despite a wide range of discussion and in spite of relatively deep engagement of the State authorities into the economic and financial reform of health care, the extent of changes which have already been implemented is still very small. It made the author consider the barriers the economic reform meets in that sphere. The following barriers in health care have been distinguished and analysed: political, balance, psychological and conceptual. A political barrier is expressed in a lack of a wider and more concrete shape of future reformed socio-economic system, a background for health case system. A balance barrier is expressed in terms of disproportions between economic potential of the country and social expectations (resulting from health threats and health consciousness and aspirations) with respect to the health care standard offered by a new, reformed financial and economic system of health care. A psychological barrier can be seen in anxieties or even fears — a more advanced economic reform in health care brings about, the fears expressed at the same time by potential patients, health care staff and authorities responsible for the functioning of the health care system. Finally, a conceptual barrier is expressed in the absence of a comprehensive, consistent and acceptable conception of a new, reformed health care system and its management.Item Ekonomiczno- finansowa problematyka rozwoju roli rad narodowych w ochronie zdrowia w Polsce Ludowej(Wydział Prawa i Administracji UAM, 1976) Sobiech, JanThe author of the paper deals with the changes in the financial sources and organization of health service in Poland after World War II. The special emphasis is put on the role of regional branches of health care. The actuale position of these branches is based on central planning. Therefore, this article deals with the changes in the planning system and budgeting. On the article the author presented most important conceptions connected with the problem and drew conclusions from discusions concerning the changes in planning.Item Gospodarka budżetowa gmin w 1991 r. w świetle badań ankietowych(Wydział Prawa i Administracji UAM, 1992) Małecki, Jerzy; Sobiech, JanThe restitution of local self-government in Poland in 1991 was not accompanied by the creation of a stable and permanent system of communal finances. In order to build such a system, one should not only be equipped with theoretical models, but should also possess information about the actual state of communal finances and should carry out appropriate simulation calculations. The authors, while drafting the complex bill on communal finances for local self-government authorities, have carried out questionnaire research on local financial economy in years 1990-1991 and have carried out variant simulation calculations, first ever in Poland, regarding the selection of subsidies for communes. The article presents, on the basis of all-Polish questionnaire research, a synthesis of analysis of income and expenditure of communal budgets in 1991 and the degree of local budgets balance.
