The paper refers to vast collective work "Environmental Law: from resources to recovery".
It describes the basic assumptions of the new concept of environmental protection which advocate
the consideration of the whole of the industrial production process. In particular, the hazards
of randomly granted permits allowing the excavation of natural resources, and the necessity of taking
measures to prevent pollution well before the production cycle starts, are highlighted.
