Causes of historical and hither-to existing differences in consumption level of various Poland regions population, as well as differentiation effects on migration processes, on the rate of economic growth and on commercial and provision activities, have been recognized in the article. Questions of social policy have been neglected on the other hand, as well as partly realized assumptions tending to equal economic growth of all regions, what has been interfered with spontaneous migration processes of technically educated youth from poor to more wealthy regions. Hither-to research on living conditions of Poland's population, which has been numerous but far from completeness and compositeness, enables determination of approximate disproportions. It is less and less precise as population's and complexity of consumption processes grow. Hence much attention is devoted in the second part of the article to critical analysis of hither-to used methods of measurement of consumption level and living standards. These methods are based on report sources, which are of mass but superficial character. Contrary to them studies and observations are carried on in long periods and directly in households. They enable rearrangements formulation, which occur within the same statistical sample (panel) in consideration of time, space and of the most important factor i.e. changes in levels of population's real incomes and changes that result from differences in affluence degree. This research system promises the best results obtained at the lowest cost.
