Item Forms of Public Participation in the Polish Local Government(Wydawnictwo Naukowe Wydziału Nauk Politycznych i Dziennikarstwa UAM, 2022) Rajca, LucynaThe aim of the paper is to present forms of involving citizens, their groups, and organisations in the sphere of local administration activity and to answer the question whether a participatory model of public management is present in the Polish local government. The article presents the evolution of relationship between public administration and citizens, and forms of citizen involvement in decision-making, provision of public services, and governance enabling citizens to have a real impact on public affairs. Results of the analysis indicate that Poland has a formal-institutional base for public participation, but the social reality does not support a thesis that a participatory model of local governance is actually used. The article employs an institutional and legal approach and an analysis of the literature.Item Management reforms in the Polish and Hungarian local government(Wydawnictwo Naukowe Wydziału Nauk Politycznych i Dziennikarstwa, UAM, 2020) Rajca, LucynaThe study aims to compare management reforms in the Hungarian and Polish local government structures which were introduced at the beginning of the transformation of the socio-political system and during the first two decades of the 21st century. The analyses show that local governments in both countries have implemented solutions derived from different management paradigms, which are in many respects contradictory. In the process of implementing management reforms in the local governments of the two countries there have been both convergent and divergent trends. The public administration reforms in Hungary after 2010 reflect a coherent vision of a strong and centralized state and are intended to ensure effective resolution of social problems. The market and civil society have been given a subordinate role. As far as the Polish local government model is concerned, currently it is difficult to indicate one organizational model constituting a coherent whole.Item The position of mayor within local authority relations in Hungary and Poland in a comparative perspective(Wydawnictwo Naukowe Wydziału Nauk Politycznych i Dziennikarstwa UAM, 2021-04-15) Rajca, LucynaThe study aims to compare the position of Hungarian and Polish mayors in horizontal relations of power, considering the changes taking place in this area over the last few years. The article presents the institutional and legal conditions of local leadership in Hungary and Poland, as well as the role of councils with regard to the executive body. It also describes the systems of election to legislative bodies, which is one of the factors influencing the status of councils and relations within a local authority. The results of the analyses show that there are differences in the positions of Hungarian and Polish mayors and that the relations within local authorities in both countries have been affected by convergent and divergent trends. The study uses the comparative method and an institutional-legal approach, as well as the historical method.Item Zarządzanie kryzysem wywołanym pandemią COVID-19 w czasie jej pierwszej fali w wybranych państwach europejskich(Wydawnictwo Naukowe Wydziału Nauk Politycznych i Dziennikarstwa UAM, 2023) Rajca, LucynaCelem artykułu jest zbadanie sposobów zarządzania kryzysem wywołanym pandemią COVID-19 w czasie jej pierwszej fali w wybranych państwach europejskich i udzielenie odpowiedzi na pytanie: Jaki wpływ na zastosowane podejście w zarządzaniu kryzysem (centralizacja versus decentralizacja) miał system administracji publicznej? Przeprowadzona analiza pokazuje, że strategie zarządzania kryzysem w dużej mierze zależały od cech instytucjonalnych i kultur administracyjnych danego państwa, odziedziczonych i zakorzenionych w przeszłości.
