Item Bariery rozwoju i ich ujęcie w planowaniu terytorialnym(Wydział Prawa i Administracji UAM, 1979) Wojtasiewicz, LucynaA development process encouters limits of different kinds. To left the development follow harmoniously one should recognize these obstacles right early and neutralize them. Also the development must be shaped in such manner to cause emergence of new limits in possibly small extent. Research on limits to the growth should be based on regard to spatial interdependence of particular growth elements. It is essential in understanding the problem that spatial relations existing between particular development factors — if unsuitable — can constitute a limit to the growth. Balance calculations considering internal and external sectors of particular regions and mutual interaction of these sectors should be then a tool for identification and measurement of limits to the growth.Item O POTRZEBIE ZMIAN W MODELU DZIAŁALNOŚCI SAMORZĄDU TERYTORIALNEGO W POLSCE(Wydział Prawa i Administracji UAM, 2004) Wojtasiewicz, LucynaPoland faces great changes stemming from general development processes in the world. Poland’s integration with the European Union will intensify the impact that these changes have on Poland. A few changes in self-government activities are also required, so that Poland can take possibly the biggest advantage of the oncoming opportunities and effectively eschew or ward off dangers. The changes in question must relate to both their object and the scope, the forms and methods as well as tools and measures. The nature of changes can be summed up into the four following suppositions: 1. restructuring the main functions of local government, whereby the management function will gain more importance, while the direct, executive function will be curbed. 2. the main direction of change: the economy based on knowledge and the development of information society beside the more traditional branches of the economy, which should nevertheless have appropriate conditions for modernisation, 3. an increase in the importance of quality in life and in the economy, 4. particular concern about sustained development (harmonisation of all areas of socio- -economic life) with respect of regional and local values. The changes stated above should be accompanied by creating new social behaviour, stimulating activity, and creating a society open to the world and the challenges of the future, but at the same time cherishing traditions and culture, which are the foundations of its identity and sovereignty. All those factors contribute to the creation of a civil society. The proposed changes in the activity of local governments are hardly revolutionary measures, they rather form a greater change by evolution.Item Problemy badań regionalnych w świetle aktualnych zmian systemu planowania(Wydział Prawa i Administracji UAM, 1982) Wojtasiewicz, LucynaThe article presents a concept of desired contents, character and structure of regional survey in the 80-ties. The discussed concept referes to the recent Planning Act and particularly to two traits of planning which were emphasised in the act i.e. complexity and concern about a social factor. The regional survey of future years does not have to depart from the previous practice of its development but it ought to be more selective and geared on finalization (and bringing up to date) of the selected elements of the practice. The survey must be closely related to the reality (a choice of survey directions answering to the needs of the planning practice), but it is also the case of understanding and considering those aspects of the reality (and in consequence — those needs) which are presently emerging. Three research trends can be specified upon adoption of that point of view: 1) trend of development integrity in the spatial aspect, 2) trend of rational spatial economy, 3) trend concerned with time and space interactions in the process of socio- economic development. The proper concern about a social factor is particularly important in the regional survey. Many questions are involved with that problem, like applying correct (socially proved) standards of development, relating regional planning to self-government, having regard to the psychological conditioning of development. The survey has to be effective to a maximum degree. Two questions have to be therefore emphasised: — systematic and concequent empirical and practical research, — practical understanding of regional survey as the inter-or multidisciplinary research, and its conduct on the base of utilizing scholarly production of many sciences. It is important to carry a certain development line of the survey into effect having regard to the particular traits of the Polish scholarly production.Item Restrukturyzacja gospodarki Wielkopolski - podstawy programu(Wydział Prawa i Administracji UAM, 1992) Wojtasiewicz, LucynaIn order to overcome economic recession and achieve economic growth it is necessary to modernize the economy and increase the productivity. It pertains to the whole territory of Poland, and thus also to Wielkopolska region. Although Wielkopolska region in many respects looks better than other parts of Poland, Wielkopolska also faces many problems to be solved, i.a. liquidation of unemployment, development of transport and some other spheres of public economy, as well as improvement of environmental protection. The restructuring of the region's economy is necessary. The first task to be implemented is the technological restructuring. Of great importance is also the selection of new motoric forces which could stimulate the growth of the whole region. Besides, one should not neglect the restructuring of ownership structure (privatization of the state sector). In the growth of the economy of Wielkopolska the leading role should be ascribed to innovative industries, to food-processing industry and to some services of supra-regional character (Poznań International Fair, transit). One should apply the following three scenarios: 1. activities of self-government authorities aimed at encouraging foreign investment; 2. creating incentives for new Polish companies by local authorities; 3. initiating a complex governmental and self-governmental programme aimed at finding innovative capital. The above tasks must be accompanied by legal and organizational reforms.
