The Future of american power
Abstract
W artykule autor analizuje percepcję potęgi amerykańskiej. Nie zgadza się z założeniem innych badaczy, iż nastąpi upadek siły Stanów Zjednoczonych. Nawet gdyby do tego doszło, USA nadal będą „Primus Inter Pares” wśród innych członków Wielkiej Szachownicy. Przygląda się On uważnie wadom i zaletom polityki tego mocarstwa. Dzieli potęgę imperium na trzy płaszczyzny: segment siły militarnej, potencjał ekonomiczny oraz soft power. Jego zdaniem tylko rozsądne użycie odpowiedniego zasobu siły „miękkiej” lub „twardej” prowadzi do smart power, czyli rozważnej polityki. Na tym właśnie powinno się opierać amerykańskie mocarstwo, a nie na nadużywaniu siły. USA powinny określić swoją rolę na arenie międzynarodowej, nie bać się „nadwyrężenia imperialnego” oraz stać się prawdziwym przywódcą a nie tylko hegemonem. Takie właśnie postępowanie, polegające na właściwym użyciu swojej potęgi doprowadzi do wzajemnej kooperacji, jak również wzrostu bezpieczeństwa międzynarodowego.
In the article Author analyses perception of american power. He does not agree with presumptions of other researchers, that in the future will come the falling of United States power. If would even happen, United States of America will be still "Primus Inter Pares ” among different members of the Great Chessboard. He observes with attention policy faults and advantages in american power. Divides this power on three areas: military segment, economic potential and soft power. In his opinion only reasonable use the suitable sources of power: soft or hard leads to smart power, which is the judicious policy. On this levels should be base american Great Power – not only abuses military actions. This states should define its role in the international affairs, does not fear "imperial stretching ” and become the real leader, not only hegemonic superpower. That behaviour bring on the mutual cooperation and also the rise of international security.
