System wyborczy Armenii w procesie transformacji ustrojowej – doświadczenia obszaru poradzieckiego

Abstract

Celem artykułu jest analiza systemy wyborczego Armenii w procesie transformacji ustrojowej. Skomplikowana rzeczywistość polityczna Armenii po rozpadzie ZSRR oraz nieuregulowany konflikt zbrojny z Azerbejdżanem o tereny Górskiego Karabachu mają zdecydowanie negatywny wpływ na proces transformacji ustrojowej. Brak stabilności, częste zmiany i modyfikacje systemu wyborczego praktycznie przed każdymi wyborami świadczą o wysokim stopniu niedojrzałości systemu politycznego Armenii, mimo 30 lat funkcjonowania na arenie międzynarodowej.The aim of the article is to analyze Armenia’s electoral system in the process of political trans- formation. The complicated political reality of Armenia after the break-up of the USSR and the un- regulated armed conflict with Azerbaijan over the Nagorno-Karabakh area have a decidedly negative impact on the political transformation process. The instability, frequent changes and modifications of the electoral system practically before each election are evidence of the high degree of Armenia’s political system immaturity, despite 30 years of its international functioning.
