| dc.description.abstract | Artykuł zawiera omówienie Affirmation of Commitments – umowy zawartej 30 września 2009 r. między Internetową Korporacją ds. Nadanych Nazw i Numerów (Internet Corporation for Assigned Names and Numbers − ICANN) a Departamentem Handlu Stanów Zjednoczonych, dotyczącej zarządzania podstawowym zasobem elektronicznym Internetu (systemem nazw domenowych). W treści umowy, zgodnie z oczekiwaniami społeczności międzynarodowej, wprowadzono rewolucyjne zmiany w omawianym zakresie. Dokument ten przekazuje kompetencje kontrolne wobec Korporacji, dotychczas sprawowane unilateralnie przez rząd Stanów Zjednoczonych (za pośrednictwem Departamentu Handlu), w ręce społeczności międzynarodowej, nadając ważną rolę Rządowemu Komitetowi Doradczemu ICANN, tj. przedstawicielom władz krajowych. Stanowi on pełną realizację projektu, który powstał 11 lat wcześniej, a przygotowany został przez administracje Billa Clintona, oddolnego zarządzania podstawowymi zasobami sieci, choć jednocześnie uwzględnia roszczenia władz krajowych do wpływu na polityki realizowane w przedmiotowym zakresie. Dokument ten otwiera nową epokę w zarządzaniu siecią globalną, obiecując nowy podział ról na arenie międzynarodowej. | pl_PL |
| dc.description.abstract | In this paper the author discusses Affirmation of Commitments – an agreement concluded on 30 September 2009 between the Internet Corporation for Assigned Names and Numbers; (ICANN) and the U.S. Department of Commerce on managing the primary electronic resource of the Internet: the Domain Name System. That contract introduces the long awaited revolutionary changes in the area discussed, which are in line with the expectations of the international community. Under that contract, the parties pass over the review capabilities of ICANN, till date carried out unilaterally by the U.S. DoC to the international community, thus giving an important role to the ICANN Governmental Advisory Committee composed of the representatives of national authorities. It provides an implementation of the bottom-up management scheme of the Internet, scheduled by the Clinton administration 11 year ago, taking account of the national authorities’ claims against the impact on the policies implemented by ICANN. This document opens a new era in global network management, being a promise of a new organisation of the international arena. | pl_PL |
