Functioning of the local transport system in light of contemporary urbanisation processes in the Poznan agglomeration
Abstract
Celem rozprawy była analiza takich przemian zachodzących w systemie transportowym aglomeracji poznańskiej. Problem ten analizowano w ujęciu systemowym na tle współczesnych procesów urbanizacyjnych. Główna część prowadzonych prac obejmowała swym zakresem czasowym lata 2011 i 2012. Najważniejsze spostrzeżenia dokonane podczas prowadzonych badań dotyczą zmian zachowań transportowych mieszkańców, które powodowane są przez: a) proces suburbanizacji (wyludnienie centrum miasta i przyrost liczby ludności na terenach podmiejskich), b) relokację miejsc pracy – nowe podmioty lokalizowane są często na obszarach o dobrej dostępności infrastruktury transportowej. W wyniku tego potrzeby transportowe co przekłada się na większą liczbę przemieszczeń na obszarze całej aglomeracji. Podstawowe problemy z tego wynikające, takie jak kongestia, zanieczyszczenia, hałas, wypadki drogowe pojawiają się jednak głównie na koncentracji aktywności mieszkańców czyli zwłaszcza w centrum Poznania. Realizacja planu badawczego pozwoliła na poznanie szeregu czynników wpływających na kształtowania się lokalnego systemu transportowego oraz identyfikację relacji jakie zachodzą między nim a otoczeniem. Duża część wyników może okazać się pomocna dla lokalnych władz w prowadzeniu polityki transportowej i (co jest szczególnie istotne) przy konstruowaniu długoterminowej strategii rozwojowej systemu transportowego na całym obszarze aglomeracji.
The main objective of this study was to analyze changes in the transportation systems in the Greater Poznan area in light of contemporary urbanization processes (including spatial and functional transformations). This problem was analyzed in terms of systems theory and the Poznan agglomeration was chosen as the research area. The primary research was conducted using data from 2011 and 2012. The most important conclusions (which flow out of the conducted research) concern the significant changes in transport behaviours which are caused by: a) the process of suburbanization (depopulation of city centres and the resulting population of surrounding areas) which is very strong in Poznań agglomeration, b) relocation of work places – new entities are very often located in areas with good accessibility to transport infrastructure (with national and regional importance). As a result, transport needs are rising – there is more and more travel throughout the whole agglomeration. Main problems such as congestion, pollution, noise and traffic accidents are appearing in areas with dense concentration of people and activities – especially in the centre of Poznan. This research project brought to light several factors which are important for the development of the local transport system and in identifying the interaction between this system and its local environment. A significant portion of these results could help local authorities in identifying transport policy issues and (what is more important) in constructing a long-term transport strategy for the whole agglomeration area.
