Samorządy gminne województwa lubuskiego w kształtowaniu współpracy transgranicznej

Abstract

Dysertacja prezentuje proces rozwoju i funkcjonowania współpracy transgranicznej samorządów gminnych województwa lubuskiego w latach 1990-2010. Autor przedstawił: sposób tworzenia się powiązań transgranicznych lubuskich samorządów, kształtowania euroregionów i wykorzystywania przez beneficjentów środków przeznaczonych na wspieranie współpracy transgranicznej. Zaprezentowano kontekst historyczny i międzynarodowy prowadzący do obecnego stanu współpracy transgranicznej. W pracy potwierdzono hipotezę, według której współpraca transgraniczna lubuskich gmin najintensywniej rozwija się w ośrodkach mających bezpośrednią styczność z granicą państwową oraz w podmiotach położonych dalej, ale posiadających większy potencjał demograficzny i gospodarczy oraz odpowiednie warunki komunikacyjne. Ponadto potwierdzono, że polsko-niemiecka współpraca transgraniczna samorządów gminnych rozwijana jest w oparciu o założenia europejskiej polityki spójności i polityki regionalnej realizowanej poprzez instytucje euroregionów, poza którymi występuje jedynie w formie szczątkowej oraz, że długotrwałe formalne partnerstwo między polskimi i niemieckimi samorządami przekłada się na dużą ilość składanych przez nie wniosków projektowych dla współpracy transgranicznej.

This thesis presents the process of development and functioning of cross-border cooperation within local governments of Lubuskie region between year 1990-2010. Author presented: how to create cross-border connections in Lubuskie’s local governments, forming of Euroregions and use of funds throughout beneficiaries allocated to support cross-border cooperation. Author presented also the historical and international context, leading to the contemporary state of cross-border cooperation. The study confirmed the hypothesis that: cross-border cooperation of municipalities in Lubuskie region most intensively developed in centers with direct contact with foreign state entities and those farther away, but with greater potential of demographic and economic conditions as well as better communication routes. In addition, it was confirmed that the Polish - German border cooperation of local governments is developed based on assumptions of European cohesion policy and regional policy pursued by the institutions of Euroregions, beyond which exists only in rudimentary form. Furthermore it was proven that long-term formal partnership between Polish and German governments translates into a large number of applications submitted by them for cross-border cooperation projects.
