Perspektywy realizacji koncepcji global governance w obliczu wojny na Ukrainie

Abstract

Idea global governance powstała w latach 90. XX wieku jako próba transformacji ładu międzynarodowego zgodnie z wymogami globalizacji i problemów globalnych, które się uwidoczniły. Niniejszy artykuł rozważa, czy w obliczu trwającej na Ukrainie wojny, idea ta ma jeszcze rację bytu. Autor stawia hipotezę, że rosyjska agresja z lutego 2022 roku definitywnie zakończyła okres, w którym można było mówić o próbach realizacji tej idei. W artykule przeanalizowana jest istota i dotychczasowe próby realizacji koncepcji globalnego zarządzania, jak również opisane są wydarzenia związane z konfliktem rosyjsko-ukraińskim. Przeprowadzona analiza wyraźnie wskazuje, że w trzeciej dekadzie XXI wieku globalna współpraca wokół problemów takich jak zmiany klimatyczne czy dysproporcje w rozwoju gospodarczym między państwami, została zepchnięta na dalszy plan wobec powrotu zimnowojennej retoryki i konfliktu na linii Zachód i Rosja. Metody wykorzystane przez autora to analiza i krytyka piśmiennictwa naukowego i metoda opisowa.

The concept of global governance emerged in the 1990s as an attempt to trans form the international order in accordance with the demands of globalisation and the global problems that became apparent. This article examines whether, in light of the ongoing war in Ukraine, this concept remains viable. The author posits the hypothesis that the Russian aggression of February 2022 definitively marked the end of the pe riod in which one could speak of efforts to implement this idea. The article analyses the essence and previous attempts to realise the concept of global governance, as well as describes events related to the Russian-Ukrainian conflict. The conducted analysis clearly indicates that in the third decade of the 21st century, global cooperation on issues such as climate change and economic disparities between countries has been sidelined by the resurgence of Cold War rhetoric and the conflict between the West and Russia. The methods employed by the author include the analysis and critique of scholarly literature, as well as the descriptive method.
