Demokratyzacja i społeczeństwo obywatelskie w relacjach Unia Europejska – państwa Ameryki Łacińskiej w latach 2000-2024

Abstract

Oddziaływanie Unii Europejskiej na procesy demokratyzacji i rozwoju społeczeństw obywatelskich w państwach Ameryki Łacińskiej stanowi główną problematykę podjętą w niniejszej rozprawie. Praca oparta jest na konstrukcie, w którym analizie poddana została zależność między poziomem demokratyzacji a poziomem rozwoju państwa w zależności od czynników klasyfikujących dane państwo w regionie. Celami szczegółowymi dysertacji są: analiza ewolucji stosunków między UE a państwami Ameryki Łacińskiej; ocena wpływu polityki UE na procesy demokratyzacyjne oraz rozwój społeczeństwa obywatelskiego w państwach Ameryki Łacińskiej; analiza skuteczności europeizacji ad extra w kontekście relacji UE z Ameryką Łacińską poprzez zbadanie zależności między skalą działań oraz poziomem wsparcia finansowego Unii a intensywnością oddziaływania w zakresie promowania wartości demokratycznych i wspierania społeczeństwa obywatelskiego, oraz ocena efektywności współpracy w trzech grupach państw, w zależności od ich poziomu rozwoju. Problem badawczy koncentruje się na analizie procesów demokratyzacji oraz roli społeczeństwa obywatelskiego w relacjach zachodzących między UE a państwami Ameryki Łacińskiej. Przyjęte hipotezy badawcze zakładały, że relacje między UE państwami Ameryki Łacińskiej od 2000 roku charakteryzują się stopniową intensyfikacją, ze wzrastającym naciskiem na kwestie demokratyzacji i społeczeństwa obywatelskiego, a efektywność współpracy jest zróżnicowana w zależności od poziomu rozwoju danego państwa.

The impact of the European Union on the processes of democratization and the development of civil societies in Latin American countries is the main issue addressed in this dissertation. Another important element was to highlight the role of integration processes in the region as factors that promote democratization and the development of civil society. The work is based on a construct that analyses the relations between a country's level of democratization and its level of development, considering the factors that classify a given country within a region. The specific objectives of the dissertation are: to analyze the evolution of relations between the EU and Latin American countries; to assess the impact of EU policy on democratization processes and the development of civil society in Latin American countries; to analyze the effectiveness of europeanization ad extra in the context of EU relations with Latin America by examining the relation between the scale of actions and the level of financial support by the Union and the intensity of its impact in terms of promoting democratic values and supporting civil society; and to assess the effectiveness of cooperation in three groups of countries, depending on their level of development. The research problem focuses on the analysis of democratization processes and the role of civil society in relations between the European Union and Latin American countries. The research hypotheses assumed that relations between the European Union and Latin American countries since 2000 have been characterized by gradual intensification, with an increasing emphasis on democratization and civil society issues, and that the effectiveness of cooperation varies depending on the level of development of a given country.
