Wzmacnianie bezpieczeństwa strefy Schengen: problematyka wielkoskalowych systemów informacyjnych w polityce bezpieczeństwa Unii Europejskiej

| dc.description.abstract | Utworzenie strefy Schengen stanowi jedno z największych osiągnięć integracji europejskiej, prowadząc m.in. do zniesienia kontroli na granicach wewnętrznych. W celu efektywnego zarządzania granicami zewnętrznymi oraz zapewnienia i wzmocnienia bezpieczeństwa strefy Schengen podjęto decyzję o wdrożeniu wielkoskalowych systemów informatycznych (WSI). Przedmiotem artykułu jest analiza funkcjonujących i wdrażanych WSI UE zarządzanych w wymiarze operacyjno-technicznym przez Europejską Agencję ds. Zarządzania Operacyjnego Wielkoskalowymi Systemami Informatycznymi w Przestrzeni Wolności, Bezpieczeństwa i Sprawiedliwości. Celem artykułu jest określenie pierwotnych oraz aktualnych założeń formalnych i funkcjonalności WSI UE (wg stanu na październik 2022 r.), wskazanie roli, istoty, a także identyfikacja czynników warunkujących modernizację i wdrażanie innowacyjnych instrumentów, równolegle obrazując ich przebieg. Celem pośrednim jest zdefiniowanie kierunku polityki bezpieczeństwa UE w zakresie zapewnienia bezpieczeństwa strefy Schengen w XXI w. Na rzecz weryfikacji przyjętego podejścia badawczego, posłużono się metodą komparatystyczną i analizy instytucjonalno-prawne. The creation of the Schengen area is one of the greatest achievements of European integration, leading among others to lift internal border controls. In order to effectively manage the external borders and ensure and strengthen the security of the Schengen area, decisions were made to implement large-scale information systems (LSIS). The subject of the article is the analysis of the functioning and implemented EU LSIS managed in the operational and technical dimension by the European Agency for the Operational Management of Large-Scale IT Systems in the Area of Freedom, Security and Justice. The aim of the article is to define the original and current assumptions (status for October 2022), to indicate their role and essence, as well as to identify the factors conditioning the modernization and implementation of innovative instruments, simultaneously illustrating their course.. An intermediate goal is to define the direction of the EU security policy in terms of ensuring the security of the Schengen area in the 21st century. In order to verify the adopted research approach, the Author used the comparative method and institutional and legal analysis. | |
