Kultura ubóstwa w warunkach kryzysu i gentryfikacji centrum miasta. Przypadek poznańskiego osiedla Święty Łazarz

Abstract

Gentryfikację najprościej można zdefiniować jako proces napływu przedstawicieli klasy średniej do zdegradowanych fizycznie i społecznie obszarów miejskich. Napływ gentryfierów i wnoszone przez nich nowe jakości powodują „uszlachetnienie” przestrzeni, co przekłada się na wzrost cen nieruchomości i wysokość czynszów. W efekcie najsłabsze ekonomicznie kategorie mieszkańców zostają zmuszone do relokacji. W warunkach polskich, w skutek niedoboru mieszkań socjalnych, taka prosta wymiana mieszkańców nie zawsze jest możliwa, przez co polska gentryfikacja często przybiera formę gentryfikacji hamowanej, powodującej koegzystencję w jednej przestrzeni reprezentantów odmiennych kategorii społecznych i tarcia kulturowe. Taka sytuacja ma miejsce m. in. w przestrzeni poznańskiego administracyjnego osiedla Święty Łazarz, która to przestrzeń stała się głównym obszarem analizy zawartej w dysertacji. Sama zaś analiza odwołuje się do (1) opisu problemu koegzystencji przestrzennej przedstawicieli kultury ubóstwa i przedstawicieli kultury dominującej zamieszkujących współcześnie w obrębie osiedla oraz (2) poprzez dokonanie porównań z okresem lat 90-tych służy wskazaniu przyczyn, dla których koegzystencja odmiennych kategorii społecznych przebiega w określony sposób. Dopełnieniem rozważań jest epilog, odwołujący się do sytuacji dzielnicy Centre-Ville-Saint-Denis we Francji, gdzie wobec napływu imigrantów- reprezentantów kultury ubóstwa można zaobserwować analogiczne problemy, które opisane zostały w kontekście poznańskiego osiedla.

Gentrification can be most simply defined as the process of influx of the middle class to physically and socially degraded urban areas. The influx of gentrifiers and the new qualities they bring are "ennobling" the space, what translates into the increase in real estate prices as well as the amount of rents. In consequence, the economically weakest categories are forced to relocate. In Polish conditions, because of the deficiency in social housing, such a simple exchange of residents is not always possible. Thus, Polish gentrification often takes the form of inhibited gentrification, resulting in the coexistence of representatives of different social categories in one space and cultural friction. Such a situation takes place, among others, in the administrative housing estate St. Łazarz in Poznań, which became the main area of analysis in the dissertation. The analysis refers to (1) the description of the problem of spatial coexistence of representatives of culture of poverty and the representatives of dominant culture living today in housing estates, and (2) by making a comparison with the period of the 1990s, the analysis serves to indicate the reasons why the coexistence of different social categories takes place in a specific way. Completing the considerations of this work is the epilogue, referring to the situation of Center-Ville-Saint-Denis in France where, because of the influx of immigrants representing the culture of poverty, the analogous problems to these described can be observed in the context of the Poznań estate.
