The Polish-German Youth Exchange in Years 1990-2004
Abstract
Przedmiotem pracy jest polsko-niemiecka wymiana młodzieży w latach 1990-2004. W rozdziale pierwszym scharakteryzowane zostały kontakty polityczne i społeczne między obydwoma państwami jako tło spotkań młodzieżowych. Osobno potraktowane zostały stosunki Polski z NRD i RFN, budowanie podstaw polsko-niemieckiej wspólnoty interesów oraz współpraca po 1990 roku. Pokazane zostały kontakty organizacji młodzieżowych w okresie istnienia dwóch państw niemieckich oraz współpraca po przełomie lat 80-tych i 90-tych minionego wieku. Polsko-Niemiecka Współpraca Młodzieży szczegółowo opisana została w rozdziale drugim. Przeanalizowano warunki polityczne i prawne powołania organizacji, jej misję i strukturę, zasady finansowania oraz statystyki wspieranych programów. Trzecia część zawiera prezentację domów spotkań jako instytucji programowo realizujących założenia edukacji międzykulturowej. Opisane zostały przesłanki ideowe powołania każdego z podmiotów, ich działalność oraz wybrane zrealizowane projekty. Rozdział czwarty poświęcony został innym podmiotom wspierającym kontakty młodych Polaków i Niemców. Kluczem doboru był zamiar zbadania różnorodnych inicjatyw. Zaprezentowane zostały projekty podejmowane m.in. przez podmioty pozarządowe, władze komunalne, szkoły, polityczne i związkowe organizacje młodzieżowe. Opisano spotkania o charakterze ogólnokulturowym, jak też sprofilowane tematycznie. Rozdział zamyka charakterystyka innych podmiotów zaangażowanych w polsko-niemiecką wymianę młodzieży i nakreślenie jej współczesnej problematyki.
The subject of this paper is the Polish-German youth exchange in the years 1990-2004. The first chapter describes social and political relations between the two countries as a background for the contacts among the youth. The chapter highlights the relations between Poland and both West and East Germany, laying down the foundation for the Polish-German community of interests, and the countries' cooperation after the year 1990. The relations between both countries' youth organizations from 1949 to 1990, as well as their cooperation after the crucial changes of the year 1990 are outlined in this chapter. The in-depth analysis of these relations constitutes the second chapter of this paper which examines the political and legal circumstances of the organization's formation, its mission, structure, financing principles and the statistics of the supported programmes. The third chapter focuses on the description of the houses of meetings as institutions carrying out the principles of intercultural education. It examines the ideological premise of the creation of these organizations, their activity and the chosen projects supported by them. The fourth chapter is devoted to other entities supporting the Polish-German youth relations. The selection carried out with a view to presenting a varied range of initiatives includes projects undertaken by non-governmental entities, municipal authorities, schools, and both political and unionized youth organizations. Both general and topic oriented meetings are examined. The closing part of the chapter presents other entities involved in the Polish-German youth exchange and outlines the issues currently involved in this process.
