| dc.description.abstract | In October 2011 the European Commission presented a set of legal proposals for the CAP after 2013. The purpose of this paper is to evaluate the influence of the proposed legislation on the support mechanisms for the production and use of energy from agricultural and forestry biomass. However, these practices will not increase the volume of biomass supply for energy purposes within the EU. The bioenergy sector is to be supported to a greater extent by means of the rural development policy measures, especially with regard to the supply and use of biomass in the form of byproducts, wastes, residues and other non-food raw material. The preliminary analysis of the legislative proposals on CAP after 2013 shows that they are not able to provide for any precise support mechanisms for sustainable supply and use of agricultural and forestry biomass for energy production purposes. | pl_PL |
| dc.description.abstract | Nel mese di ottobre del 2011 la Commissione europea ha pubblicato i progetti delle regolazioni giuridiche sulle quali si fonderà la PAC dopo il 2013. Lo scopo delle considerazioni è di dare la risposta alla domanda se e in quale misura le proposte della Commissione prendono in considerazione le esigenze del settore dell’energia prodotta da biomasse di origine agricola e forestale. La produzione e l’uso di bioenergia saranno senza dubbio una componente importante dello sviluppo rurale, ma si tratterà soprattutto dell’energia proveniente dai residui e dai sottoprodotti dell’agricoltura e della selvicoltura. La Commissione europea condiziona la realizzazione di molti degli obiettivi fissati per la PAC all’implemetazione delle direttive UE nei sistemi giuridici nazionali già in vigore. L’analisi preliminare dei progetti legislativi permette di far notare che esse non prevedono l’istituzione di precisi strumenti per il supporto alla produzione e all’utilizzo della biomassa di origine agricola o forestale ottenuta in maniera sostenibile a scopi energetici. | pl_PL |
