Public choice, czyli koniec „romantyzmu polityki”

| dc.description.abstract | Autor, wychodząc od spraw bieżących (dyskusja o Otwartych Funduszy Emerytalnych), wprowadza czytelnika w problematykę ekonomicznej analizy polityki, nurtu teoretycznego myślenia traktującego rynek i państwo jako alternatywne mechanizmy alokacji zasobów. Zaczyna on od przedstawienia tendencji w polityce gospodarczej Zachodu od lat 40. do 70. XX w. i narastającego niezadowolenia z funkcjonowania państwa, wynikającego w dużej mierze z postrzegania tegoż państwa jako siły działającej w interesie dobrze zorganizowanych grup lobbystycznych, a na niekorzyść wielkich społeczności, zwłaszcza podatników i konsumentów. Następnie wskazuje na teorię public choice i pokrewne nurty, które – inaczej niż ekonomia neoklasyczna i keynesowska – wskazują przyczyny, dla których państwo, a faktycznie jego funkcjonariusze: politycy i urzędnicy, kierując się swoimi preferencjami (a nie preferencjami większości) wybierają mniejsze programy wydatków, nakierowane na określone niewielkie grupy, zamiast reform w dużej skali. Te ostatnie nie przynoszą bowiem większych korzyści im samym (w odróżnieniu od programów dla małych grup). Przy okazji te nurty teoretyczne zdemistyfikowały państwo jak instytucję rządzoną przez Platońskich strażników, którzy nie posiadają własnych interesów. Dlatego jeden z twórców public choice, noblista James Buchanan, nazwał ten nurt teorią postromantyczną. Autor kończy rozważania zastosowaniem tych nurtów teoretycznych do niektórych aspektów współczesnego kryzysu finansowego (na przykładzie Ameryki). | pl_PL |
| dc.description.abstract | Using the discussion on Open Pension Funds as a starting point, the author leads the Readers into the subject of economic analysis of politics, a theoretical trend in which a market and a state are seen as alternative mechanisms of the allocation of resources. He first presents the tendencies prevailing in the economic policy of Western countries between the 1940s and 1970s and the growing dissatisfaction with the way the state functioned. That dissatisfaction arose largely from the fact that the state was seen as an authority favouring interests of well organised lobbyist groups, and acting to the detriment of large communities of taxpayers and consumers, in particular. Next he moves on to the theory of public choice and related trends which – differently to neoclassical Keynesian economy – identify the reasons why the state, or, as a matter of fact its functionaries (politicians and government officials who care for their own particular interests rather than the preferences of the majority) make choices that mean lower spendings and favour programmes directed at small groups instead of wide-scale reforms, as the latter do not generate any personal benefit to them. Those theoretical trends have, at the same time, demystified the visions of a state as an institution governed by Platonic officials who do not have private interests. One of the creators of the public choice theory, a Nobel-prize winner James Buchanan, called that trend a Post-Romantic theory. The paper ends with some considerations of certain aspects of the contemporary financial crisis in the light of public choice theory. | pl_PL |
