Eastern Policy of President of Poland Lech Kaczyński
Abstract
Celem pracy jest udzielenie odpowiedzi na pytanie jak Prezydent RP Lech Kaczyński zdefiniował, wobec różnorodnych uwarunkowań swoją politykę wschodnią. Starałam się ją opisać w oparciu o dostępne źródła: dokumenty, wypowiedzi Prezydenta, jego współpracowników, opinie komentatorów i uczestników życia politycznego, a także jego oponentów, krytyków i przeciwników. Ponieważ w życiorysie Lecha Kaczyńskiego, jego doświadczeniach rodzinnych i politycznych upatruję ważnego, jeśli nie kluczowego dla zrozumienia jego działań źródła, uznałam za konieczne również szczegółowe prześledzenie biografii Prezydenta. Pomogły mi w tym również rozmowy z członkami jego najbliższej rodziny oraz osobami, które znały go przez dużą część życia. W pracy zostały opisane wizyty i spotkania Prezydenta Lecha Kaczyńskiego z przywódcami m.in. Litwy, Ukrainy, Gruzji, Azerbejdżanu oraz również członkami Grupy Wyszehradzkiej. Zwrócono uwagę na trudne rocznice, w których uczestniczył podczas swojej prezydentury Lecha Kaczyński, opisano uroczystości w Pawłokomie i Hucie Pieniackiej. Dodatkowo w rozdziałach poświęconych relacjom z Ukrainą podkreślono rolę szczytu NATO w Bukareszcie. Na zakończenie pracy opisano relacje z Gruzją i jedno z najważniejszych wydarzeń podczas pełnienia urzędu Prezydenta RP, wystąpienie Lecha Kaczyńskiego na wiecu w Tbilisi.
The main goal of the paper is to answer the question concerning the way the President of Poland Lech Kaczyński defined his eastern policy in view of multifarious stipulations and conditions. I tried to describe it basing on available sources such as documents, statements of the President and his associates, the opinions of commentators, participants of political life, as well as his opponents and critics. I also decided it was necessary to probe the President's biography as in my opinion his family and political experiences are significant, if not key, in comprehending the driving force behind his actions. In this respect, conversations I held with members of his closest family and persons to have known him for a large part of life have become very useful. The thesis describes President's visits and meetings with the leaders of Lithuania, Ukraine, Georgia, Azerbaijan as well as the members of the Visegrad Group. Attention was also drawn to the difficult anniversaries Lech Kaczynski partook in during his term. Among others, the Pawłokom and Huta Pieniacka observances were referred to. In addition, the chapters devoted to relations with Ukraine highlight the role of the NATO summit in Bucharest. The thesis concludes with the description of Polish-Georgian relations on top with one of the most important events to have taken place in the course of the Polish President's term, namely, Lech Kaczynski's famous address at the rally in Tbilisi.
