| dc.description.abstract | Rozprawa doktorska dotyczy zaawansowanych relacji między UE a Arktyką, głównie o charakterze ekologicznym. Wiele unijnych działań, inwestycji, projektów i decyzji wywiera wpływ na zrównoważony rozwój tego regionu świata. Zmiana klimatu i rosnąca ingerencja człowieka w regionie sprawiają, że przestrzeń ekosystemowa Arktyki wymaga ochrony. Podlega ona tylko częściowo jurysdykcji państw, a więc jej zrównoważony rozwój to zadanie dla społeczności międzynarodowej, w tym dla Unii Europejskiej. Poza tym w większości regionów Arktyki początku lat 80-tych XX w. wzrasta temperatura i ta tendencja się utrzymuje. Z tego powodu UE angażuje się w przeciwdziałanie zmianie klimatu i w ochronę środowiska naturalnego w tym regionie. Praca analizuje zmiany zachodzące w regionie Arktyki, szczególnie te wywołane globalnymi perturbacjami klimatycznymi. Zmiany te sprawiają, iż Unia Europejska musi na bieżąco redefiniować swoją rolę w obszarze ekologii rekonstruując ją w kierunku zewnętrznej polityki ekologicznej. Z tego względu na przykładzie zaangażowania UE w Arktyce w rozprawie doktorskiej zbadane i określone zostały możliwości i ograniczenia realizacji przez UE skutecznej polityki zewnętrznej w zakresie polityki ekologicznej i środowiska. Pole badawcze pracy doktorskiej zostało ściśle określone i ograniczone do obszaru Arktyki, gdzie nadal brak jest całościowego (systemowego) uregulowania jej statusu w zakresie regulacji międzynarodowych. Z drugiej jednak strony do Arktyki mają zastosowanie obszerne międzynarodowe ramy prawne przyjęte głównie w systemie Narodów Zjednoczonych (ONZ), Rady Arktycznej, Euro-arktycznej Rady Morza Barentsa i Unii Europejskiej. | pl_PL |
| dc.description.abstract | The doctoral dissertation concerns the advanced relations between the EU and the Arctic, mainly of an ecological nature. Many EU activities, investments, projects and decisions have an impact on the sustainable development of this region of the world. Climate change and increasing human interference in the region make the Arctic ecosystem space in need of protection. It is only partially subject to the jurisdiction of states, so its sustainable development is a task for the international community, including the European Union. In addition, temperatures are rising in most Arctic regions in the early 1980s, and this trend continues. For this reason, the EU is committed to fighting climate change and protecting the region's environment. The work analyzes the changes taking place in the Arctic region, especially those caused by global climate perturbations. Due to these changes, the European Union has to redefine its role in the area of ecology, reconstructing it towards an external ecological policy. For this reason, based on the example of the EU's involvement in the Arctic, the doctoral dissertation examined and identified the possibilities and limitations of the EU's implementation of an effective external policy in the field of ecological and environmental policy. The research field of the doctoral dissertation has been strictly defined and limited to the Arctic area, where there is still no comprehensive (systemic) regulation of its status in the field of international regulations. On the other hand, the Arctic is covered by the extensive international legal framework adopted mainly by the United Nations (UN) system, the Arctic Council, the Barents Euro-Arctic Council and the European Union. | pl_PL |
