| dc.description.abstract | Celem pracy była analiza zmian zachodzących w równowadze międzyinstytucjonalnej po podpisaniu Traktatu Nicejskiego. Pierwszy rozdział wprowadza aparat pojęciowy i teorię zmiany instytucjonalnej wykorzystywane w pracy, która wyjaśnia występowanie zmian pomiędzy formalnymi rewizjami traktatów założycielskich. Teoria ta stanowi, iż traktaty jako niekompletne kontrakty wymagają uzupełnienia podczas okresów ich implementacji poprzez praktykę aktorów instytucjonalnych. Rozdział drugi przedstawia teorie stosowane do wyjaśniania zachodzących zmian w systemie. Są nimi: liberalizm międzyrządowy, instytucjonalizm racjonalnego wyboru, instytucjonalizm socjologiczny, instytucjonalizm historyczny oraz wielopoziomowe zarządzanie. Owe zmiany mogą przebiegać w dwóch kierunkach. Z jednej strony może następować wzmocnienie aktorów supranarodowych, z drugiej natomiast aktorów międzyrządowych. W trzecim rozdziale analizie poddane są determinanty zmiany równowagi międzyinstytucjonalnej. Rozdziały do czwartego do dziesiątego skonstruowane są w jednakowy sposób. Mianowicie dochodzi w nich do analizy empirycznej zmian w zakresie funkcji wyróżnionych w systemie, w badanym czasie. Analiza podzielona jest na trzy okresu: po traktacie nicejskim, po rozszerzeniu UE, po traktacie lizbońskim. | pl_PL |
| dc.description.abstract | The aim of this study was to analyse the change of the interinstitutional balance in the political system of the European Union after the Nice Treaty. The first chapter explains the notions used in the study and presents the theory of institutional change which is applied to explain the changes which occur between formal Intergovernmental Conferences. This theory says that treaties are incomplete contracts which have to be filled by activity of political actors during the time of implementation of formal changes. The second chapter presents the theories which will be applied to explain the direction of changes in the political system of the EU. This theories are: liberal intergovernmentalism, rational choice institutionalism, historical institutionalism, sociological institutionalism and multilevel governance. These changes may follow in two opposite directions. One is the reinforcement of supranational actors, the second one is the reinforcement of intergovernmental actors. The third chapter describes determinants of change in the interinstitutional balance. The chapters from four to ten are structured in the same way. Each of them analyses the change of the interinstitutional balance in one of the functions distinguished in the system. This analysis is divided into three periods: changes after the Nice Treaty, changes after the enlargement and changes after the Lisbon Treaty. | pl_PL |
