Koncepcje budowy bezpieczeństwa euro-atlantyckiego w strategiach NATO i Unii Europejskiej. Analiza porównawcza

Abstract

Przedmiotem badań podjętych w niniejszej dysertacji były wzajemne relacje oraz koncepcje bezpieczeństwa euroatlantyckiego widoczne w strategiach działania Sojuszu Północnoatlantyckiego i Unii Europejskiej. Zasadniczym celem było porównanie koncepcji budowy bezpieczeństwa euroatlantyckiego UE i NATO z uwzględnieniem analizy uwarunkowań środowiska bezpieczeństwa, kultury polityczno-strategicznej, zarządzania kryzysowego, rzeczywistego stanu współpracy instytucjonalnej w obszarze bezpieczeństwa oraz perspektywy jej rozwoju. Zakres przedmiotowy badań obejmował koncepcje budowy bezpieczeństwa euroatlantyckiego, relacje na szczeblu polityczno-militarnym, współpracę w zarządzaniu kryzysowym oraz rozwijaniu zdolności wojskowych. Zakres przestrzenny badań był ograniczony w zasadzie tylko zasięgiem realizacji zadań reagowania kryzysowego przez obie organizacje. Zakres czasowy badań obejmuje okres od połowy ubiegłego stulecia do szczytu NATO w Warszawie. Struktura pracy ma charakter problemowo-chronologiczny, który odzwierciedla rozwój polityki bezpieczeństwa i obrony w UE oraz rolę NATO w europejskiej polityce bezpieczeństwa z perspektywy kolejnych koncepcji strategicznych. Zakłada się, iż przedmiotowa dysertacja będzie pomocna w zrozumieniu koncepcji budowy bezpieczeństwa euroatlantyckiego oraz wykaże, że praktyczny wymiar współpracy operacyjnej jest odzwierciedleniem realnych problemów w relacjach instytucjonalnych w obszarze bezpieczeństwa między NATO i Unią Europejską.

The subject of the research undertaken in this dissertation were mutual relations and concepts of Euro-Atlantic security visible in the strategies of operation of the North Atlantic Alliance and the European Union. The main goal was to compare the concept of building Euro-Atlantic security of the EU and NATO, including the analysis of the security environment, political and strategic culture, crisis management, the actual state of institutional cooperation in the area of security and prospects for its development. The subject scope of the research included concepts of building Euroatlantic security, relations at the political and military level, cooperation in crisis management and development of military capabilities. The spatial scope of the research was limited in principle only by the scope of the implementation of the crisis response tasks by both organizations. The time scope of research covers the period from the middle of the last century to the NATO summit in Warsaw. The structure of the work is problematic and chronological, which reflects the development of security and defense policy in the EU and the role of NATO in the European security policy from the perspective of subsequent strategic concepts. It is assumed that this dissertation will be helpful in understanding the concept of building Euroatlantic security and will demonstrate that the practical dimension of operational cooperation reflects real problems in institutional relations in the area of security between NATO and the European Union.
