THE CONCEPTION OF DELIBERATIVE DEMOCRACY AS A RESPONSE TO THE DYSFUNCTION OF REPRESENTATIVE DEMOCRACY
Abstract
Autor prezentuje główne założenia koncepcji demokracji deliberacyjnej. Koncepcja ta − której teoretyczne zaplecze stanowią dwie kluczowe teorie współczesnej filozofii polityki: teoria działania komunikacyjnego Jürgena Habermasa i teoria sprawiedliwości Johna Rawlsa − rozwijana jest przez rozmaitych autorów od lat 80. XX w. i uznawana za inspirujące źródło rozwiązań (także w wymiarze praktycznym) dla niwelowania dysfunkcji demokracji w wydaniu przedstawicielskim. W artykule zaprezentowano także konkretne przykłady istniejących − a także ciągle testowanych − deliberacyjno-inkluzyjnych form partycypacji publicznej i politycznej, stanowiących praktyczną stronę prezentowanej koncepcji deliberacyjnej demokracji.
*The author presents the main foundations of the conception of deliberative democracy. This conception, whose theoretical background constitute two key theories of the contemporary philosophy of politics, i.e. the theory of communicative action and the theory of justice by Jürgen Habermas and John Rawls, respectively, has been worked on by various researchers, presented in papers since the 1980s and is regarded as an inspiring source of solutions (also in practical aspects) for correcting the inadequacies of narrowly procedural, representative democracy. Specific examples (still undergoing tests) of the functioning of the deliberative-inclusive forms of public and political participation that constitute the practical side of presented conception of deliberative democracy have also been presented.
